Closes #665

Adds a mobile-safe Create follow-up & next path that durably admits the issue before queueing the source read acknowledgement, then advances the Updates inbox. Continuation state is reload-safe and account-bound; admission failures preserve the source and draft for retry.

Tests: pytest -q (1327 passed).
