Closes #673

Adds full-catalog Find Work search before pagination for repository, issue number, and title. The phone-safe search row debounces requests, ignores stale responses, reports truthful match counts, and retains selections across query changes for batch claiming.

Verification

  • RED: four new behavioral tests failed for missing API/UI/controller behavior.
  • Focused: 255 passed.
  • Full suite: 1341 passed.
