Closes #675

Adds a mobile pre-claim estimate review when Today has a minute budget. Invalid or over-budget batches make no Gitea claim request; successful queued claims persist their estimates. Slot-only behavior remains unchanged without a minute budget.

Tests: pytest -q (1344 passed).
