Closes #687

Moves Gitea readiness checks into a bounded lifespan monitor. Public /readyz now serves a timestamped, sanitized snapshot without consuming upstream request capacity. Healthy snapshots expire, timeout responses retain Retry-After, and shutdown cancels the monitor cleanly.

Verification: hermes verify --json passed bootstrap, full 1,362-test suite, boot, and readiness polling.
