Closes #697

After a mobile queue is cleared, deadline-bearing Agenda work now ranks after Attention/Today and before Later/Drafts/Find Work. The continuation revalidates live counts before activation.

Verification

  • RED: focused behavioral test selected Later instead of Agenda
  • GREEN: python3 -m pytest -q tests/test_mobile_task_dock.py — 15 passed
  • Full suite: python3 -m pytest -q — 1365 passed
