Closes #707

Adds a bounded mobile Agenda sweep for overdue deadlines with Keep, Tomorrow, and validated future-date actions. Confirmed mutations regroup Agenda before advancing; failures retain the current item for retry. Includes 44px phone controls, offline shell integration, focused behavioral tests, and full-suite verification (1372 passed).
