Closes #709

Adds a separate device deadline-reminder opt-in, privacy-safe local-day digest delivery, bounded complete assigned-work scanning, durable multi-worker deduplication, and an Agenda notification route.

Validation:

  • RED observed for missing dispatch, service-worker route, preference API/UI, and worker fencing
  • Focused push/deadline/service-worker tests: 88 passed
  • Full suite: 1380 passed
  • Node syntax checks and git diff checks passed
