Closes #717

  • Preflight opted-in devices by local reminder hour and daily delivery checkpoint before querying Gitea.
  • Share one complete assigned snapshot only when at least one device is eligible.
  • Run deadline reminders on a configurable 10-minute cadence while unread alerts retain their 30-second cadence.

Tests: 1391 passed in 73.85s.
