Protect Today by reconciling urgent Agenda deadlines #721

User problem

Agenda exposes overdue and due-today assigned issues, but operators must add them to Today one at a time and manually reconcile the five-item/capacity limit. Urgent work can remain visible without becoming executable.

Vertical slice

Add a Protect Today action to Agenda that opens the existing Plan Today sheet prefilled with overdue/due-today issues ahead of existing lower-urgency Today work. The preview must show protected urgent items, displaced work, capacity/estimate status, and require the existing explicit over-capacity confirmation before an atomic save or save-and-start.

Acceptance

  • Only open assigned issues in Agenda groups Overdue or Today are protected.
  • Existing urgent Today entries are deduplicated and retained once.
  • Urgent entries are ordered by deadline; existing Today items fill remaining slots.
  • The preview identifies lower-urgency Today items displaced by the five-item limit; nothing is silently saved.
  • Estimates/capacity and save-and-start reuse the existing Plan Today flow.
  • The launcher is mobile-safe at 320–430 px with 44 px controls and accessible status text.
  • Behavioral tests cover proposal ordering/deduplication/displacement and rendered integration.

No historical issue or recent commit implements deadline-prioritized reconciliation of Agenda into Today; #707 only replans overdue dates and #633/#661 provide generic planning.
