Closes #759

Product slice

positions each opened update at its newest loaded activity exactly once
preserves user scroll during loading and offers an explicit jump control
rejects stale/prefetched positioning and precaches the behavior for installed mobile use

Verification

RED: 4 focused tests failed before implementation
focused: 258 passed
full: 1454 passed
