Closes #769

Adds guarded phone-only left/right swipe decisions to the loaded Updates reader while preserving vertical scrolling, interactive controls, browser edges, offline mark-read, Undo, accessible buttons, reduced motion, and offline shell support.

Tests: python3 -m pytest -q — 1464 passed.
