Closes #773

Ranks complete unread Update snapshots by actionable work context before triage: critical, requested review, due assignment, assigned work, then routine activity. The persisted identity snapshot keeps this ordering across resume, and the reader progress announces the reason for actionable items.

Verification

  • RED: test_updates_rank_actionable_work_before_newer_routine_activity failed because actionability metadata/order did not exist.
  • RED: test_update_triage_progress_exposes_the_current_actionability_reason failed because progress omitted the reason.
  • Focused: 274 passed.
  • Full suite: 1468 passed in 78.27s.
