Closes #781

Persists bounded Search query and stable issue/PR identity in browser history and the dashboard URL, restores direct/reloaded sessions, and preserves preview → query → dashboard Back behavior. Malformed or oversized state is rejected; canonical details are fetched on restore.

Tests: python3 -m pytest -q (1486 passed).
