Closes #805

Adds an authorized, idempotent reply composer to issue and pull-request Search previews, preserves per-result drafts across navigation and failures, appends confirmed replies without conversation races, and advances only after confirmed Send & next delivery.

Verification:

  • python3 -m pytest tests/ -q — 1528 passed
  • Chromium at 390×500: focused composer and both 44px actions visible with no horizontal overflow
  • Core runtime remains under the 98 KiB gzip budget.
