Closes #811

What changed

  • adds a mobile estimate-review gate before Search batch assignment when Today has minute capacity
  • applies atomic shared time-budget preflight and reports selected vs remaining minutes
  • persists estimates only after confirmed Today admission and retains them in the recovery journal
  • preserves the existing immediate flow when minute capacity is not configured

Verification

  • RED: new behavioral mount test failed before estimate review existed
  • focused: 23 passed
  • full suite: 1537 passed
  • Playwright at 390×844: review visible/focused, zero assignment calls before confirm, 44px input/actions, zero horizontal overflow
