Closes #841

Adds a touch-sized blocker picker to mobile issue filing, includes dependencies in final review and offline drafts, and checkpoints each relationship after one issue creation. Blocked captures cannot use Create & start.

TDD proof:

  • RED then GREEN for foreground partial blocker delivery
  • RED then GREEN for closed-app delivery
  • RED then GREEN for capture persistence/search, Draft resume, review, and mobile UI
  • Focused: 352 passed
  • Full suite: 1587 passed
