What changed

show an accessible mobile completion receipt for delegated and unassigned filings
support canonical Open in Gitea, Web Share/clipboard fallback, File another, Done, Escape and focus restoration
send background-created issue receipts to the confirmed canonical Gitea URL instead of ineligible My Work routes
ship the receipt in the content-addressed offline shell while preserving the 99 KiB core runtime budget

release bundle checksum and manifest verification passed
release-artifact mobile browser journey — 1 passed
rendered release receipt at 390x844 and 320x844: all actions >=44px, no horizontal overflow, exact canonical href, no browser errors
