Closes #868

Adds a mobile File related issue handoff after confirmed delegated/unassigned filing. The new draft preserves repository, issue type/template scaffold, owner intent, labels, milestone, and due date while resetting title, completed content, evidence, blockers, Today intent/estimate, duplicate state, and idempotency identity.

Verification:

  • RED/GREEN behavioral tests for plan sanitization, receipt action, durable offline handoff, and queued-edit refresh
  • python3 -m pytest tests/ -q — 1652 passed, 1 skipped
  • release-artifact mobile offline Playwright — 1 passed
  • rendered 390x844 receipt — no overflow, 44px targets, focus and handoff verified
