Closes #870

Adds a durable authored-issue stream and mobile Filed queue so delegated and unassigned filings remain visible across devices. Self-assigned authored issues are deduplicated, pagination remains independent, and the filing receipt can open the exact issue in the new queue.

Validation:

  • pytest -q — 1657 passed, 1 skipped
  • release-artifact Playwright journey — 1 passed
  • 390×844 rendered check — Filed filter 44px, View in Filed 44px, no overflow, no browser errors
