Closes #872

Product slice

  • gives delegated and unassigned Filed cards a distinct, addressable route
  • authorizes detail reads by canonical issue author without granting assigned-only mutations
  • renders filing receipts and Filed cards as mobile read-only sheets with body, ownership, labels, conversation, and Gitea handoff
  • preserves browser Back to the Filed queue and keeps self-assigned filings on the normal editable route
  • keeps the core runtime within the 99 KiB gzip budget by moving route code into the eagerly loaded workflow chunk

Verification

  • pytest -q — 1663 passed, 1 skipped
  • pinned Playwright 1.55 release-artifact journey at 390×844 — 1 passed
  • deterministic release bundle verification — passed
