Closes #878

Outcome

  • retains recently completed authored issues in mobile Filed
  • prioritizes completed outcomes with a distinct review state
  • adds a persistent, update-aware Acknowledge & next loop
  • keeps completed detail follow-up-only and phone safe-area aware

Verification

  • python3 -m pytest -q — 1672 passed, 1 skipped
  • Chromium at 320×844 and 390×844 — no horizontal overflow, fixed decision bar fits viewport, 44px action target
