Closes #884

What changed

  • expose a phone-sized Withdraw action for open authored Filed issues while keeping all planning/ownership controls read-only
  • authorize explicit Filed closure only for the current issue author and only while the issue is open
  • transition confirmed closures into the existing completed Filed review flow
  • keep the core runtime under budget by placing the issue-sheet controller in the eager workflow chunk

Verification

  • RED: 4 focused behavioral tests failed before implementation
  • GREEN: 372 focused tests passed
  • Full suite: 1685 passed, 1 skipped
  • Core gzip: 99,620 bytes (101,376-byte limit)
