What changed

expose Queue Today and Claim & start only after canonical detail confirms an open authored Filed issue has no owner
reuse the capacity-gated, single-flight claim flow and reconcile confirmed ownership into My Work
keep claim races in Filed with retry guidance and add the new behavior to the offline shell

Verification

RED: focused eligibility test failed because frontend/filed-claim.js did not exist
GREEN: pytest -q — 1714 passed, 1 skipped
release bundle built, checksum-verified, and commit-verified locally
Chromium at 320px and 390px: both actions rendered at 44px height with no horizontal overflow
