Closes #895

What changed

  • adds an author-only, conflict-safe Gitea reassignment boundary for open Filed issues
  • reuses the mobile issue sheet with a thumb-safe Change delegate flow and explicit old → new confirmation
  • keeps the issue in Filed and updates the visible owner after upstream confirmation

Verification

  • python3 -m pytest tests/ -q — 1720 passed, 1 skipped
  • Chromium at 390×844 — Change delegate rendered, panel width 390px, all controls 44px high
