Closes #899

What changed

  • persist Prepare Today as a confirmed-account, device-local-day pass
  • hand off Agenda, Updates, and final Filed completion to the next live urgent phase
  • resume from current counts, finish without Gitea mutation, and close the queue sheet before launch
  • keep 320/390px controls thumb-safe and roll the offline shell

Verification

  • pytest -q tests/test_mobile_start_day.py tests/test_mobile_task_dock.py
  • pytest -q (1725 passed, 1 skipped)
