Closes #901

What changed

  • persist the launched Agenda/Attention/Updates/Filed phase in the account/day Prepare Today checkpoint
  • reconcile phase completion only from healthy, complete My Work snapshots
  • hand off exactly once to the first live next queue, Today, or Find Work
  • ship the coordinator and dashboard atomically in offline shell v105

Verification

  • RED: focused behavioral test failed because reconcile did not exist
  • GREEN: tests/test_mobile_start_day.py + tests/test_service_worker.py: 57 passed
  • full suite: 1726 passed, 1 skipped
  • rendered bundle assertion verifies authoritative dashboard wiring and mobile handoff controls
