Closes #907

Enables cached writable issue checklists offline, durably admits the desired revision-checked body to the account-bound outbox, restores pending state after reload, and delivers through foreground or closed-app sync. Exact already-applied content confirms safely after an ambiguous response; true upstream changes remain actionable conflicts.

Validation: 1740 unit/integration tests passed; packaged mobile Chromium release journey passed.
