Closes #911

Adds a mobile checklist-completion handoff that appears only after every interactive task is complete. It adapts to Today/non-Today and online/offline closure, offers an explicit Keep open dismissal, and delegates to the existing confirmed close path so durable offline ordering and single-step Today advancement remain authoritative.

Validation:

  • strict RED/GREEN behavioral tests for completion, dismissal, close-mode copy, and UI wiring
  • python3 -m pytest tests/test_my_work.py tests/test_offline_work.py -q — 311 passed
  • python3 -m pytest tests/ -q — 1748 passed, 1 skipped
  • deterministic release bundle checksum and verifier passed for 2aad1a9bef753b3a316c785d3464e88bc818898c
