Closes #915

Adds a touch-safe inline Add step flow to open mobile issue detail, including normalized duplicate validation, revision-checked online updates, durable offline admission, and additive conflict reconciliation that preserves remote edits. Rolls the offline shell atomically.

Verification:

  • pytest -q — 1759 passed, 1 skipped
  • 390×844 rendered mobile check — all controls 44px; no horizontal overflow; input and cancel focus behavior verified
  • node --check on changed frontend runtimes
