Failure evidence

The active act_runner failed CI task 2661 on 2026-08-15 at 21:16 UTC. tests/e2e/test_mobile_offline_issue_release.py::test_release_artifact_files_one_mobile_issue_exactly_once_after_offline_reload expected one created issue after reconnect but observed fake.created_issues == []; the job ended Job failed. The local unit/integration suite remains green (1759 passed, 1 skipped).

Acceptance criteria

  • Reproduce the browser journey failure with a deterministic failing test.
  • Fix offline reload/reconnect filing without duplicate issue creation.
  • Targeted browser journey passes.
  • Full python3 -m pytest tests/ -q passes.
  • Gitea Actions CI passes on the PR.
