User value

When a checklist step grows into real work, a mobile operator can promote it into a separately owned related issue without copying context or leaving the parent issue.

Acceptance

  • Manage on an eligible checklist step offers File as related issue.
  • Capture inherits the parent repository, prefills the step label as title, and includes a canonical parent backlink.
  • Cancel returns to the same parent issue without mutation.
  • After confirmed child creation, only the selected checklist label becomes a link to the child; checkbox state, indentation, line endings, surrounding prose, and other tasks remain intact.
  • The parent update is revision checked. If it conflicts after child creation, retain and surface the created child without creating a duplicate.
  • Ineligible/read-only/already-linked steps do not offer promotion.
  • At 390x844 controls remain touch-sized, keyboard safe, accessible, and free of horizontal overflow.
  • Focused behavioral tests, full suite, and mobile release browser journey pass.
