What changed

add separate rear-camera Take photo and multi-select Choose existing actions to mobile New issue capture
route both inputs through one evidence controller so repeated photos append and cancellation preserves the bundle
keep controls touch-safe at 320–390 px and roll the offline shell cache atomically

TDD RED: new behavioral test failed because the camera control did not exist
focused: 108 passed
full: 1793 passed, 1 skipped
rendered Chromium at 390×844 and 320×568: no horizontal overflow; both controls visible and at least 44 px high
