User problem

On a phone, New → Take photo still opens/focuses the title-first capture flow and Save to Drafts rejects an empty title. A field operator cannot preserve urgent visual evidence first and add context later.

Scope

  • Permit a Draft with an empty title only when it contains valid photo evidence.
  • Display it as Untitled photo draft without persisting or filing a placeholder title.
  • On mobile, do not autofocus the title when opening a fresh capture; keep desktop title-first behavior.
  • Reopening an untitled photo Draft restores evidence and focuses the title for completion.
  • Keep final filing blocked until a meaningful title is supplied.
  • Keep empty captures (no title and no evidence) rejected.

Acceptance

  • Behavioral tests prove photo-only draft persistence, rendering, resume, and final-title requirement.
  • Mobile viewport tests prove no initial title autofocus or horizontal overflow and 44px photo controls.
  • Focused tests and the full suite pass.
