Completes the mobile conversation evidence flow across issue comments, pull comments, and update replies. Operators can review all selected photos, reorder or remove any photo, add a bounded caption, and retain captions through durable offline delivery.

Closes #945

Validation: 1804 tests passed; packaged release browser journey passed; rendered 320×568 and 390×844 checks showed no page overflow and 44px controls.
