Closes #967

Adds a phone-only sticky section rail across New activity, Conversation, Subject context, and Reply. It reuses unread positioning, expands context before navigation, preserves and focuses reply drafts, tracks the visible section, resets between updates, and precaches the controller for offline use.

Validation:

  • RED: 3 missing-behavior tests failed before implementation
  • Focused: 111 passed
  • Full: 1835 passed, 1 skipped
  • Rendered: Chromium at 320x568 and 390x844; 44px targets, sticky containment, no overflow, context expansion, reply focus/draft preservation; rail hidden at 900x700
