Closes #988

What changed

  • upgrade python-multipart from 0.0.22 to 0.0.32
  • pin pip-audit as a CI-only tool
  • audit the shipped runtime dependency set before tests and release construction

Verification

  • RED: CI audit workflow test failed before the audit steps existed
  • RED: multipart fixed-release test failed against 0.0.22
  • focused: 6 passed
  • full: 1863 passed, 4 skipped
  • audit: No known vulnerabilities found
