Build the adaptive dashboard shell and layout engine.

  • #12: Frontend adaptive panels
  • #13: Gitea state polling/cache

Acceptance Criteria

  • Repo exists: stackchain/stackchain-dashboard
  • /api/v1/context returns normalized state
  • Frontend applies AI deltas without reload
  • README with demo steps
