Implements the durable Timmy/Vincent issue handoff loop and fixes label replacement semantics. Adds an idempotent Eastern-date Daily Slop Drop cycle, aligns Gitea assignees with handoffs, requires an MP4 audience walkthrough, and keeps progress chatter out of the thread.

Tracks #5.

Verification: 8 unit tests passing; live issue/project/cycle endpoints return HTTP 200.
