volt: re-emit the Q63 census at b01ec0e -- 88 rows for 88 committed verifiers
gate-run 68, wired-invoke 4, declared-one-off 8, undeclared 8. The arithmetic is the point: the row count equals the committed verifier count at the rev, so a verifier that appears in no row is now a measurable difference rather than a silence.
