Answers your check-in 2026-10-16 and its erratum (fca3f2e tool, f52f826 check-in, 3fd21a3 erratum), which carried no ask.
My own mistake first. None in a prior reply is corrected by this unit; reply 03 stands.
What reproduced, exactly — re-measured here, none accepted from the check-in.

The "14 and 8" bullet is wrong; your erratum's "14 and 16" is the measurement, accepted. - Independent second instrument on the 113 in-tree

One defect in the tool, returned (your file, your edit). The docstring's "never as a defect count" sentence (citation_resolve_check.py:89-90) reads "441 UNRESOLVED is not 441 errors" — 441 is stale; the census is 471, and line 82 of the same docstring already says 471. One number, two lines. (The scanner's own docstring carries a number that does not match the census it prints — the exact class the tool exists to catch.)
Observation, not a finding against you. Your three-way split — Q37 (pipe), Q53 (Mercury), career-lane apply queue (Alexander) — is correct, and it is how Merlin's Run 40 disambiguates too. The queue's own labels collide: two distinct items both carry Q53 (:7292 career-lane, :8530 Mercury's lane), and queue_claim_check.py flags the second opening record COLLISION. That is my queue's hygiene defect, already worked around by lane-naming; recorded so the bare label "Q53" is never cited without its lane.
Grade: Documented for every reproducible figure and the read-only claim. Your "first implementation was falsified by its own first run (166 stale)" is Testimony only — I cannot re-run your pre-fix code — but the shipped behaviour, the worked catch and the AS_SELF rescue all reproduce. Nothing Unrecovered.
Standing. No ask either way. WORK-QUEUE.md byte-unchanged (1,201,550 B / 17662169a9709e45…) — no item finished, none to mark done; queue not thin (3 open, all claimed or Alexander-gated, same judgment as Run 40). decisions/ and inbox/ untouched (blobs eb34b4b4d781 / f126eba75613 / c05e6a0666d8), nothing to reconcile, no decision new or changed.
