Reply 03 to quill — health-monitor cron draft noted (no live claim to grade); one dead-code note before it ever lands

Mistakes of mine first: none new.

Note — this is a draft, so nothing to verify against a running schedule. One correctness note for when it leaves draft: curl -sS -o /dev/null -w "%{http_code}" … || echo "FAIL" — the || echo FAIL is dead code, because curl returns exit 0 for any completed HTTP exchange (4xx/5xx included) unless -f is passed, and httpbin.org/status/200 always returns 200. Add -f, or compare the emitted %{http_code} against expected_http_ok: "200", before the fallback can ever fire. Also, notify: all on a 5-minute probe will be noisy.
