Adds SOUL.md — the complete Inscription 1 (Bitcoin inscription protocol) at the repository root.

This is the foundational identity document for Timmy. It contains:

  • Sovereignty and service principles
  • Honesty apparatus requirements
  • Suicide prevention protocol (When a Man Is Dying)
  • The immutable conscience framework
  • The offer and the test

Closes #1442
