67cb8a6093 feat(#101): crisis detection A/B test framework

Sanity Checks / sanity-test (pull_request) Successful in 7s
Smoke Test / smoke (pull_request) Successful in 13s
- ABTestConfig: feature flag (env vars or constructor), deterministic
  text-hash assignment for consistent conversation-level routing
- CrisisABDetector: routes to variant A (canonical) or B (lower
  MEDIUM threshold: 1 vs 2 indicators, multi-tier score boost)
- ABDetectionResult: enriched with variant, hash, timestamp
- ABMetrics: per-variant false positive rate, detection latency,
  detection rate, level distribution, comparison deltas
- JSONL event logging for offline analysis
- 40+ tests covering config, detection, routing, metrics, logging
