STEP35 FREE BURN — COMPLETE

PR #207 created: feat(crisis): enable image-capable intake handler for test users
#207

Summary of changes:

  • crisis/intake.py: Added optional image parameters (image_ocr, image_labels, image_notes)
  • Integrated image_screening.screen_image_signals() for image distress scoring
  • Extended IntakeResult with image_signals and image_distress_score
  • Enhanced interactive CLI with [img:ocr=...;labels=...,;notes=...] syntax
  • Backward-compatible; all 8 intake tests pass

The intake handler now supports the Image Tester use-case. Closes #201.
