feat: Final cleanup for issue #1128 — close duplicate PRs

## Summary
Final cleanup for issue #1128. Closes duplicate PRs and keeps only one.

## Solution
Created script to close duplicate PRs:
- scripts/close-duplicate-prs-1128-final.sh: Closes duplicate PRs
- docs/final-cleanup-plan.md: Documentation and plan

## What It Does
1. Keeps PR #1458 (has actual cleanup work)
2. Closes PR #1455 (duplicate)
3. Closes PR #1473 (duplicate)
4. Adds explanatory comments before closing

## Usage
```bash
# Dry run (default) - shows what would be done
./scripts/close-duplicate-prs-1128-final.sh

# Actually close duplicates
./scripts/close-duplicate-prs-1128-final.sh --close
```

## Irony
Issue #1128 is about cleaning up duplicate PRs, but we've created multiple duplicate PRs for it! This script fixes that.
