99e4baf54b fix: mnemosyne path command bug + add vitality/decay CLI commands
Closes #1266

- Fix cmd_path calling nonexistent _load() -> use MnemosyneArchive()
- Add path to dispatch dict
- Add touch, decay, vitality, fading, vibrant CLI commands
