Consolidation: Fleet Optimization Epics (#820/#821/#822)

Problem

Three epics, one concept:

  • #820 Wizard Fleet Reallocation
  • #821 Meritocratic Rebalance
  • #822 Task Diversion to Best Performers

All track the same idea: route work to best-performing agents based on evidence. Three issues, one idea.

Resolution Required

  1. Merge into a single Fleet Optimization epic
  2. Move all unique children to the consolidated epic
  3. Add before/after metrics for "optimization"
