What was done

Scanned all 107 open issues: 0 assigned to ghost accounts (antigravity, google, grok, groq, hermes, kimi, manus) — no assignment cleanup was needed
Confirmed no turboquant/ or hermes-turboquant/ directories exist in the repo — nothing to archive
Created docs/GHOST_WIZARD_AUDIT.md documenting:
- Ghost account classification (all 7 ghost accounts, origin notes, "do not route" status)
- Active wizard roster by tier (per Allegro's #820 audit)
- TurboQuant/Hermes-TurboQuant status (never instantiated in this repo)
- Recommendations for routing (e.g. use gemini not google, use KimiClaw not kimi)

No destructive changes

Per issue instructions: don't delete — just stop routing work to ghost accounts. This PR adds documentation and confirms the queue is already clean.
