CONTRIBUTING.md: the hard rule. Net ≤ 10 added lines per PR.
AUDIT.md + AUDIT_REPORT.md: removed. Historical snapshots, referenced
by nothing, 506 lines of dead weight. The policy eats its own dogfood.
