feat(plugins): add plugin architecture + FinancePlugin for USDC/x402 payment workflows

- Add plugin_base.py with abstract Plugin class
- Add plugin_loader.py for dynamic discovery
- Add active/finance_plugin.py implementing:
  * create_payment_request with approval gating
  * approve_payment with chain of authority
  * check_balance (mock, needs wallet)
  * list_pending
- Default config supports base/ethereum/optimism
- Includes threshold enforcement and daily caps
